Bahaism has planned a governmental system for itself. The Baha’i heads have drawn the rules of the future government announcing that they have received revelations from God. Bahaism considers the Constitutional kingdom system as the best kind. Of course, it confirms the republic system of government.[1] However, this kingdom must obey the Baha’i rules, leaders and hierarchy more than the Constitution.
In the book Aghdas, Baha orders for the universal house of justice to be established in all cities and regions in which there are at least nine Baha’is. They will be the signature of the Almighty God! It is said in Besharat 13:
“people’s affairs will be in the hands of the men who house are members of the universal of justice. They the representatives of the Almighty God. They will do what they consider advisable. It is necessary for everybody to obey them. Their breaths will be inspired by the divine one. God will inspire them as He wills.”
“The universal houses of justice will preach and interpret religion. They must issue orders and judge based on the Baha’i religious law. They must observe day and night to investigate everything issued by the highest pen and they must rule based on the divine right. Their authorities are absolute and complete.”
Also, Abdul Baha repeats Baha’s exact words and says:” The universal house of justice must be obeyed in all affairs. That is a real government center.” “The divine law has been deposited for them and they will make decisions.” “It’s decisions and orders will be infallible. Infallibility will be bestowed to the universal house of justice.” The universal house of justice possesses local and international councils and an international one.”[۲]
In a conference in New York concerning the Baha’i international council, Abdul Baha Said:
“In brief, Bahaism will establish a universal house of justice council in each city and country. An international central council is in Bahaism center, Haifa that all of them are Baha’is, having God-given powers and authorities which will be beyond the kings’ ones.
The mentioned council is infallible, firm and unobjectionable and decide about all dignities of humane lives: religious, civil, educational, financial, judicial and political affairs of the Baha’i government. It is a small Vatican inside another country, but it is an emperor beyond the national administrative systems.
It is a spiritual organization which is unique. A religious regime in which the kings and presidents must go to Acre to respect and rules and resolutions will be reviewed and voted by the Baha’i universal house of justice.[3]
Baha’is claim for not having bishop and clergyman in Bahaism, but in is just playing with names. There are several people in the Bahaism system of government who are active to fulfill Baha’i leaders’ wills and desires.
The central universal house of justice was to be established after Abdul Baha’s death and then, to be active gradually. Before that time, interpreting the Baha’i words was forbidden.[4]
Also, printing tracts, books or translating Baha’i religious texts without being investigated and censored by investigating council of Acre was forbidden.”[5]
