SAVAK has considered opposing openly against the Baha’is as a cover for preserving their security and was going to prevent proselytizing against Baha’ism. Consequently, it was claiming for not allowing Baha’ism to proselytize in favor of or against it. SAVAK believed that issuing such provocative materials would cause the mentioned cult to be confused. So, in order for the Baha’is to publish and distribute their proselytizing leaflets the Baha’is were being supported by the government.
During this periods of time, not only the proselytizing leaflets and books of Baha’ism were being published regularly and adequately, but also they were exploiting the royal publishing houses for this aim. SAVAK wanted to perform Pahlavi policies secretly.
