The aim of the Baha’ism organization is to make its creed universal. According to its plans, Baha’ism is going to pass the period called being unknown, bring oppressed, separation and being recognized officially levels to achieve stages called independence, the Baha’i national government and the Baha’i international government. It has provided eleven programs Since are 1993 A.D. and executed and some are executing. It is to cause the population of Baha’is to one hundred million ones by the end of the fourth 5-year program! (2021 A.D.) Regarding the geographic expansion of the world, the cultural variety and the extent of Baha’is abilities in each part, the universal house of justice executed some measures since 1990 A.D. in order to cover all parts of the world. The measures such as executing educational and proselytizing programs of Rouhi and advertising extensively and systematically to recruit official and unofficial people and foundations in various countries without their main intentions.
It is said in the message of the universal house of justice dated Sep. 28, 2010 A.D. addressing the continental counsellors whose duties are expanding and preaching Baha’ism across the world:
“Today, there are some 1600 clusters worldwide where the friends have succeeded in creating the pattern of action associated with an intensive program of growth. Though significant, this accomplishment can by no means be considered the culmination of the process that has gathered momentum in each cluster. New frontiers of learning are now open to the friends, who are asked to dedicate their energies to the creation of vibrant communities, growing in size and reflecting in greater and greater degrees Bahaullah’s vision for humanity. Such clusters will also need to serve as reservoirs of potential pioneers that can be dispatched, largely across the home front, to cluster after cluster, shedding in some the first rays of the light of His Revelation and strengthening in others the presence of the Faith, enabling all to progress quickly to the first milestone along the path of development, or beyond. With this in mind, we will call upon on the community of the Most Great Name at Ridvan 2011 to raise over next five years the total number of clusters in which a programme of growth is under way, at whatever level of intensity, to 5000, approximately one third of all clusters in the world at present….” .
In this regard, the universal house of justice isn’t afraid of expressing its aggressive proselytizing openly to make non-Baha’is Baha’is even the kids; although it states its aims under the of covers of education, universal growth international cooperation and achieving the universal new discipline (of course under the shadow of leadership of the universal house of justice and the Baha’i creed!) while this aggressive sectarian and evangelical proselytizing is forbidden and in most countries creating disunity and is against the national security of countries.
